Scholarship & Grant Terms

1. Scope and Applicability
These Scholarship and Grant Terms ("Terms") govern all grant-funded programs, scholarships, service allocations, and capacity-building initiatives ("Programs") operated by the Embassy Row Project ("the Organization"), a philanthropic initiative founded by James Scott and headquartered in Washington, D.C. By submitting an application for any Program, you acknowledge that you have read, understood, and agree to be bound by these Terms, the Organization's Terms of Service, and the Privacy Policy.
2. Definitions

| "Applicant" | Any individual, organization, government entity, NGO, or civil society organization that submits an application for a Program. |
| "Recipient" | An Applicant whose application has been approved and who has been selected to receive Program benefits. |
| "Program Benefits" | Analytical services, intelligence products, training, capacity-building resources, direct funding, or other deliverables provided through a Program. |
| "Grant Period" | The timeframe during which Program Benefits are delivered, as specified in the award notification. |
3. Eligibility Criteria
Eligibility requirements vary by Program and are specified on the relevant Program page and application materials. General eligibility requirements include:
- •Applicants must be at least 18 years of age or the age of legal majority in their jurisdiction, unless the Program explicitly permits applications from minors with parental or guardian consent
- •Organizational Applicants must be legally constituted entities in good standing under the laws of their jurisdiction
- •Applicants must demonstrate a legitimate need for the Program Benefits and alignment with the Organization's mission areas: environment, human rights, innovation, or global trade
- •Applicants must not be subject to sanctions, export controls, or legal prohibitions that would prevent the Organization from providing Program Benefits
- •Applicants must provide accurate, complete, and truthful information in all application materials
The Organization reserves the right to establish additional eligibility criteria for specific Programs and to modify eligibility requirements at any time without prior notice.
4. Selection Process
All selection decisions are made at the sole and absolute discretion of the Organization. The selection process involves:
- •Initial screening for completeness and eligibility compliance
- •Substantive review by the Organization's program staff and subject-matter experts
- •Assessment of mission alignment, demonstrated need, potential impact, and organizational capacity
- •Final approval by the Organization's leadership
The Organization does not guarantee approval of any application, regardless of the Applicant's qualifications, prior engagement, or the strength of the application. The Organization is not obligated to provide reasons for the denial of any application. Selection decisions are final and not subject to appeal.
5. No Guarantee of Funding
Submission of an application does not create any right, entitlement, or expectation of receiving Program Benefits. The Organization makes no representations or warranties regarding the availability of funding, the number of Recipients to be selected, or the timeline for application review. Program availability, funding levels, and service capacity are subject to change at any time based on the Organization's resources, priorities, and operational requirements.
6. Verification and Documentation
The Organization reserves the right to verify all information provided in applications, including but not limited to:
- •Organizational registration, legal status, and governance documents
- •Financial statements, audits, and operational budgets
- •Identity verification of authorized representatives
- •References from partner organizations, government entities, or other credible sources
- •Compliance with applicable sanctions, anti-money laundering, and counter-terrorism financing regulations
Failure to provide requested documentation within the specified timeframe may result in disqualification of the application or termination of an existing grant.
7. Recipient Obligations
Recipients of Program Benefits agree to:
- •Use Program Benefits solely for the purposes described in the approved application
- •Provide progress reports, impact assessments, or other documentation as reasonably requested by the Organization
- •Acknowledge the Organization's support in public communications, publications, or reports where appropriate
- •Comply with all applicable laws and regulations in the use of Program Benefits
- •Promptly notify the Organization of any material change in circumstances that affects the Recipient's eligibility or ability to use Program Benefits as intended
- •Refrain from transferring, sublicensing, or reassigning Program Benefits to third parties without the Organization's prior written consent
8. Fraud, Misuse, and Termination
The Organization reserves the right to immediately suspend or terminate any grant and demand the return of Program Benefits (or their monetary equivalent) if:
- •The Applicant or Recipient provided false, misleading, or materially incomplete information in the application or at any subsequent stage
- •Program Benefits are used for purposes other than those described in the approved application
- •The Recipient engages in fraud, corruption, money laundering, terrorist financing, or other illegal activity
- •The Recipient fails to comply with these Terms or any conditions specified in the award notification
- •The Recipient's conduct brings the Organization into disrepute or conflicts with the Organization's mission and values
The Organization cooperates with law enforcement authorities in the investigation of suspected fraud. For additional details, see the Anti-Fraud Policy.
9. Intellectual Property
Unless otherwise specified in a separate written agreement, all intellectual property created by the Organization in the course of delivering Program Benefits — including analytical reports, intelligence products, research outputs, and platform deliverables — remains the exclusive property of the Organization. Recipients receive a non-exclusive, non-transferable, revocable license to use such materials for the purposes described in the approved application during the Grant Period.
10. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, THE ORGANIZATION SHALL NOT BE LIABLE FOR ANY DIRECT, INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING OUT OF OR IN CONNECTION WITH ANY PROGRAM, INCLUDING BUT NOT LIMITED TO LOSSES RESULTING FROM APPLICATION DENIAL, GRANT TERMINATION, DELAYS IN SERVICE DELIVERY, OR THE CONTENT OF ANY ANALYTICAL OUTPUT OR INTELLIGENCE PRODUCT. ALL PROGRAM BENEFITS ARE PROVIDED ON AN "AS IS" BASIS WITHOUT WARRANTIES OF ANY KIND.
11. Governing Law and Jurisdiction
These Terms shall be governed by and construed in accordance with the laws of the District of Columbia, United States of America, without regard to its conflict of law provisions. Any dispute arising out of or relating to these Terms shall be resolved through binding arbitration administered in Washington, D.C. in accordance with the rules of the American Arbitration Association.
12. Modifications
The Organization reserves the right to modify these Terms at any time. Material changes will be posted on this page with an updated effective date. Modifications apply to applications submitted after the effective date of the change. Your continued submission of applications following any modification constitutes your acceptance of the revised Terms.
